Devonport Capital provides finance to developed market companies exporting to, or operating in, the emerging economies.

Many creditworthy small and medium sized companies (SMEs) are not being adequately serviced by the traditional finance industry. This failure is amplified when companies are operating abroad. Devonport aims to address this and meet SME’s short term financing needs wherever in the world they may be operating.

Methodology

We focus on being flexible, fast and meeting the borrower’s needs

We provide short term debt capital within the time frame that meets the borrower’s needs.

We require sight of a payment or liquidity event that will provide our repayment. Our finance can be described in any number of ways: export finance, contract finance, working capital solutions, bridging loans, invoice discounting. However the finance is described; we focus on being flexible, fast and meeting the borrower’s needs.

Paul
Bailey

Director

Paul founded Devonport in 2015. Prior to that he worked at US law firm Shearman and Sterling as a corporate finance lawyer specialising in energy, after which he established a Middle East focused venture capital fund. He has an MA in Law from Oxford University.

Paul Bailey

Paul gained an MA in Jurisprudence from Oxford University and went on to work in corporate finance for Shearman & Sterling a Wall Street law firm. He moved with them from the London office to the Middle East in 2005, working predominantly in leverage and project finance in the oil and gas sector. In 2012 Paul became managing-partner of a boutique investment firm specialising in opportunities in Iraq. The business developed a short-term finance offering that was run alongside the making of equity investments in early stage or start-up businesses in Iraq. Following client demand, Paul founded Devonport Capital in 2015 to serve the energy service sector clients who required full-time, focused finance and credit support in Iraq and in other emerging economies. Since then, Paul has built a broad network of past and potential borrowers, a strong team to both source and assess opportunities, and formalised legal and compliance support functions.

Thomas
Kingston, CFA

Director

Thomas joined Devonport as a director in 2017. Prior to that he worked in institutional fund management at Schroders, and then became managing director of emerging market asset manager Voltan Capital. He is a CFA charterholder and has a BA from Bristol University.

Thomas Kingston, CFA

Thomas has 14 years combined experience across emerging markets and investment management, beginning his career in the Foreign Office. In 2003, Thomas became project manager for a Government sponsored conflict resolution project in Iraq. Following this in 2006 Thomas joined Schroder's Asset Management in London in the institutional Equities team. In 2012 Thomas joined Voltan Capital Management co-managing its frontier market fund, investing in equities across the frontier universe. Thomas became a director of Devonport Capital Ltd in 2017. He holds a bachelor's degree in Economic History from Bristol University and is a Chartered Financial Analyst (CFA).

Jill
McGee

Jill has worked with Devonport since it was founded, managing fund movements and investor/creditor interest and capital repayments. She has over 35 years of finance administration experience including within life assurance and pension companies, and at the investment banks UBS and Merrill Lynch.

Jill McGee

Jill manages borrower fund movements and investor/creditor interest and capital repayment. Jill has worked with Paul Bailey for a decade, and has over 35 years of finance administration experience including running the back office administration of life assurance and pension companies, moving to positions at the investment banks UBS and then Merrill Lynch, followed by the CEO’s office within UK local government. Jill holds the ACII qualification.

Rebaz
Baeez

Rebaz has consulted for Devonport since its inception, focusing upon in-country company assessments. Previously Rebaz worked as a business analyst at JP Morgan. He is currently advising an international oil and gas joint venture on its hydrocarbon investments in the Middle East. He holds a Masters degree from St Andrews University.

Rebaz Baeez

Rebaz holds a Master’s degree in International Finance from the University of St Andrews, and a bachelor’s degree in Business Economics with Finance from the University of Surrey in the United Kingdom. Rebaz has worked for J.P. Morgan as a Business Analyst in London office, and as a data and Research Associate at Hedgefund Intelligence before joining Paul Bailey at Definitus working on loans and private equity investments. Rebaz later worked as an economist at the Council of Ministers of the Kurdistan Regional Government. Rebaz currently runs his own investment company, and lives in Iraq.

Douglas
Sammons

Douglas has consulted for Devonport since 2017, focusing on in-country economic assessments. He is a successful entrepreneur with experience across Africa and the Middle East. He holds a BSc in Biochemistry and a B.Com in Finance from the University of Johannesburg.

Douglas Sammons

Douglas’s first entrepreneurial venture began in 2009 in the commercial property sector, he has since been successfully involved as a shareholder/director in various sectors including dimension stone and food and beverage. In 2012 he joined Aldes Business Brokers and has successfully brokered deals in; inter alia, Engineering, Hospitality, Retail and Manufacturing. He currently consults as a Business Broker and is a shareholder in a group of 20 canteens across South Africa. He holds a BSc in Biochemistry and a B.Com in Finance from the University of Johannesburg.
